Lessons learned drive improvement in C2 by closing the loop from execution back to preparation. If we only sent annual memos, or simply added pages to SOPs without implementing changes, or punished units for mistakes, the learning would stagnate or deter useful experimentation. The strength lies in a disciplined feedback loop: observe, decide, adjust doctrine and procedures, and train accordingly, so C2 keeps getting better at presenting timely, accurate information and maintaining effective command and control.
